인공지능의 물결이 거세게 몰아치며 인류의 생활환경을 깊이 있게 재편하고 있습니다. 전 세계 교육은 역사적 단계에 서 있으며, 지능 정보 시대가 가져온 무한한 가능성을 능동적으로 포착해야만 기회를 선점하여 도약할 수 있습니다. 유엔 미래정상회의의 '글로벌 디지털 계약' 이행을 가속화하고 2030년 교육 지속가능발전 목표를 달성하기 위해, 이번 세계디지털교육대회는 '변혁, 발전, 거버넌스'를 중요한 관심사로 삼아 국제사회가 손을 잡고 글로벌 인공지능 교육 응용 생태계를 함께 육성해 나갈 것을 호구합니다.
이를 위해 본 대회는 다음과 같이 제안합니다:
1. 인본주의 교육 이념을 함께 수호하며, 교육이 전통의 경계를 뛰어넘도록 합시다
우리는 인본주의를 견지하고 '건강 제일'의 교육 이념을 수립하며, 교육의 가치와 본질을 지키고 인공지능 기술의 우위를 충분히 발휘할 것을 주장합니다. 이를 통해 지혜를 깨우고 마음을 적시며, 인간의 능동성·책임감·창의력을 자극하여 인간의 전면적이고 지속 가능한 발전에 이바지해야 합니다. 지능형 기술과 교육의 모든 요소의 융합, 전 과정의 관통, 모든 시나리오의 적용을 가속화하고, 학교 교육에서 전 사회적인 평생교육 체계로 확장하여 학습형 사회 건설을 강력하게 지지해야 합니다.
2. 교육의 보편적 혜택과 공평성을 공동으로 촉진하여, 발전의 성과가 모든 교사와 학생에게 돌아가도록 합시다
우리는 모든 사람이 평등하게 인공지능 발전의 성과를 누려야 한다고 주장합니다. 스마트 교육 플랫폼의 역할을 충분히 발휘하여 우수한 자원과 지능형 도구를 공유함으로써 글로벌 디지털 격차를 해소해야 합니다. 글로벌 연수 및 교육 네트워크를 구축하여 교사의 지능형 소양을 체계적으로 향상시켜야 합니다. 특수 아동에 대한 관심과 보살핌을 강화하고, 모두를 아우르는 포용적 교육 체계를 구축해야 합니다. 유네스코(UNESCO)가 지도방식을 발휘할 수 있도록 지지하며, 디지털 기술을 활용해 위기 이후의 회복적 교육을 실시하고, 특히 여아와 여성에 대한 지원을 제공하여 교육 시스템의 회복 탄력성을 강화해야 합니다.
3. 미래 교육 패러다임을 공동 창출하여 혁신의 불꽃이 앞다투어 피어나게 하자
우리는 지능형 기술을 활용하여 미래의 교사, 미래의 교실, 미래의 학교 및 미래의 학습 센터를 구축하고, 학생들이 문제를 발견하고 탐구하며 해결하는 능력을 배양하며, 과학적 정신과 인문학적 소양을 함양하여 개인 맞춤형 발전을 지원할 것을 주장합니다. 또한 국제 과학기술 인재 협력의 플랫폼 구축을 모색하고, 중대한 과학 문제에 대한 공동 연구를 전개하며, 지식 공동 창출 생태계를 구축하고, 학문 간 교차 융합을 촉진하여 인공지능이 주도하는 과학 연구 패러다임의 변화를 추진해야 합니다.
4. 협력적 거버넌스 방안을 함께 논의하여 기술이 교육 발전을 수호하도록 합시다
우리는 기술이 인간의 성장에 기여해야 하며, 인공지능이 선한 방향으로 나아가도록 보장해야 한다고 주장합니다. 인공지능 교육 사회 실험에 관한 국제 협력 연구를 전개하여 기술이 인간에게 미치는 영향을 과학적으로 평가해야 합니다. 인공지능 전 단계 교육 및 전 사회적 교양 교육 체계를 공동으로 구축하여, 학습자가 기술과 도구를 과학적이고 합리적으로 이용할 수 있도록 인도해야 합니다. 인공지능 교육 윤리에 대한 공감대를 형성하고, 인공지능 교육 응용 규범과 표준을 제정하여 광범위한 교사와 학생들의 실제 이익을 보호해야 합니다.
5. 융합 발전의 생태계를 함께 구축하여 협력과 교류가 국경을 초월하게 합시다
우리는 손잡고 국제적 전략 틀을 공동 건설하고, 상시적인 고위급 전략 대화를 전개할 것을 주장합니다. 세계디지털교육대회를 지속적으로 성공적으로 개최하고, 세계디지털교육연맹과 인공지능 개방연맹을 잘 구축해 나가야 합니다. 양자 및 다자기구 메커니즘을 활용하여 국제기구와의 실무적 협력을 심화해야 합니다. 인공지능 국제 고위급 싱크탱크를 공동 건설하고, 글로벌 응용 사례 라이브러리를 구축해야 합니다. 교육, 과학기술 및 산업의 경계를 넘나드는 시너지를 촉진하고, 오픈 소스 기반의 개방형 생태계를 구축하여 교육의 지속가능한 발전을 위한 지지대를 제공해야 합니다.
Hangzhou Initiative on AI and Education
The surging wave of artificial intelligence is profoundly reshaping the production and living styles of humankind. As global education stands at a critical juncture of historic transformation, we must seize the boundless possibilities in the intelligent era in order to ride the tide to advance. To accelerate the implementation of the Global Digital Compact adopted at the United Nations Summit of the Future and to advance the achievement of the 2030 Sustainable Development Goal for Education, this World Digital Education Conference, focusing on transformation, development and governance, calls on the international community to join hands to foster a global ecosystem for AI applications in education.
To this end, the Conference proposes the following initiatives:
I. Jointly Uphold People-oriented Education and Enable Education to Transcend Traditional Boundaries
We advocate the people-oriented education and “Health comes First” concept adhere to the nature and value of education. We call for giving full play to the advantages of AI technologies to enlighten minds and nurture hearts, effectively stimulate human agency, empathy and creativity, so as to serve people’s all-round and sustainable development. We call for the integration of intelligent technologies with all elements, processes and scenarios of education, and extending its application from school education to a society-wide lifelong learning system, thereby providing strong support for the building of a learning society.
II. Jointly Promote Inclusive and Equitable Education and Ensure that Development Benefits Every Teacher and Learner
We advocate that all people should equally enjoy the outcomes of AI development. We will fully leverage the role of smart education platforms to share high-quality resources and intelligent tools, and bridge the global digital divide. We call for the establishment of a global network for professional development and training to systematically enhance teachers’ AI capacity. We further call for greater care and support for children with special needs, and for the development of an inclusive education system. We support UNESCO’s leading role in using digital technologies for restoring Education after Emergencies, with particular support for girls and women, while strengthening the resilience of education systems.
III. Jointly Create Future-oriented Educational Paradigms and Inspire Innovation to Flourish
We advocate developing future teachers, future classrooms, future schools and future learning centers with intelligent technologies, building students’ capacity of finding problems, exploring possibilities and making solutions, fostering their Sci-Tech spirit and humanistic sentiment, and facilitating personal development. We will try to establish international cooperative network and platform for scientific and technological talents, carry out major science breakthrough together, build an ecosystem for knowledge co-creation, promote cross-discipline integration and promote research paradigm transformation driven by AI.
IV. Jointly Discuss Collaborative Governance and Ensure that Technology Safeguards Educational Development
We advocate that technology should serve human growth and development, and that AI should be used for good. We call for international collaborative research on social experiments in AI education, and scientific evaluation of the impact of technology on human beings. We will work together to build a general AI education at various stages of education and for society as a whole, guiding learners to use technology in a scientific and appropriate manner. We call for building ethical consensus on AI education, developing norms and standards for the applications of AI in education, and protecting rights and interests of teachers and learners.
V. Jointly Build an Ecosystem for Integrated Development and Promote Cross-border Cooperation and Exchange
We advocate working together to build an international strategic framework and carry out regular high-level dialogue. We will continue World Digital Education Conference, further develop the World Digital Education Alliance and the Artificial Intelligence Open Alliance, and give full scope to bilateral and multilateral mechanism to deepen cooperation with international organizations. We call for the creation of a high-level international think tank on AI and for strengthened academic exchanges in digital education. We will promote collaboration among education, science and technology, and industry, build an open-source and inclusive ecosystem, and underpin the sustainable development of education.
